<br />7A <br />Page 61 <br /> <br />Response to Comments in FEIR Letter B <br /> <br />1. The explanation of how trip generation correlates with fuel sales was described <br />at the June 19. 2007 Planning Commission hearing and is further detailed in the <br />staff response to the appeal letter. See Attachment 2 to this staff report. <br /> <br />2. As discussed in the Master Response to Traffic Comments in the Final EIR <br />(beginning on page 3-5). the trip generation component of the traffic impact study <br />prepared for the Draft EIR is based on actual trip generation observed by <br />licensed traffic engineers at other Costco gas stations throughout California. <br />Traffic engineers experienced with the analysis of trip generation rates <br />associated with high gas sales volume stations have determined that this <br />methodology is the most accurate. City staff supports this methodology because <br />it is based on actual observations and not estimates. Members of the public have <br />also specifically requested that the traffic study be based on observed trip <br />generation associated with the fueling centers at other Costco locations. The <br />trips suggested in the comment are not consistent with the traffic analysis and <br />actual observations. The comment does not take into account that the Redwood <br />City Cost co site is associated with an existing customer base, so that many of <br />the existing customer trips will also represent internal capture trips to the <br />proposed gas station. These trips do not represent new traffic. <br /> <br />3.
