These stations are apened to everyone.

Castro's propased gas station would be opened to. members only. Fueling, as I
understand it, would require a: bank debt card, an American Express card, ar a Costco
Cash Card. These limitations wauld exclude a large number of the locai residents for
economic reasons. The $50 per year membership fee is nat affardable by everyane.
I worked for a bank far 23 years and know fram experience that many people cannat
affard bank accaunts or qualify far credit cards. Many residents whase lives will be
greatly impacted by the effects of Costco's gas station will be excluded from any benefits
af its aperatians. .

The canclusions in the Fiscal and Economic reports were that lo.cal gas stations will be
affected and same may clo.se. These would mostly likely be tho.se dosest to. Costco's
Middlefield site. To. affect these stations that are opened to 6"vcr"jone. would be
impacting the poarest in our community whase access would be restricted.

';jCerely,
QomMd
