Between the opening ofPriee Club, the change to <br />Costeo and today, there has been a vast increase in the numbers of products that carry the <br />Kirkland label. Adding gas stations is another financial strategy for Costeo, but one that <br />is not right for every location. Especially'not in Redwood City. <br /> <br />I appreciate having Costeo in our town and so does everyone I talk to. Our argument <br />against the addition of a gas station is not an opposition to the warehouse. What many of <br />us have is a huge concern about the impacts on the addition of a fueling station, of any <br />size, to the Costco site. <br /> <br />When the Final EIR. came out and I figured out how to read the comment responses by <br />the City, I immediately looked up my concerns, both written and verbal. Noting that <br />supporting studies were often cited I thought I would see at least two for the conclusions I <br />questioned during my December 5th speech. First, I had been amazed at the consultant's <br />use of the teoo "breezy environment" for our town. I had asked wouldn't these same <br />breezes, that the consultants concluded would dissipate any possible pollutants from a <br />gas station or increased traffic, also bring pollutants into our area? !fyou Google <br />"stagnant air Redwood City" here is what you get: <br /> <br />"12.1.1 Air Basin Characteristics: <br /> <br />The amount of a given pollutant in the atmosphere is determined by the amount of <br />pollutant released and the atmosphere's ability to transport and dilute the pollutant. . ..The <br />Precise Plan area often experiences persistent afternoon winds in the spring and summer <br />months.. . pollution potential ofthe Plan area is moderate eompared to other portions of <br />the Bay Area. Ventilation is relatively good; however. pollutant tranlUlort from upwind <br />urban areas is. common. During perioqs ofligJ1t or c~ winds. which typically occur in <br />the fall and winter months. the entire Bay Area air basin is sqbj~ to stagqation and poor <br />air quality." <br /> <br />The Precise Plan has great explanations. in my opinion, of who is in charge .of what in <br />regards to air quality (section 12.1,2 Current Regulatory Environment) and of what <br />pollutants and ambient standards are (12.1.3 Air Pollutants and Ambient Standards). <br /> <br />1. <br />
