I <br />G!TY CLERf~ <br /> <br />City of Redwood City <br />1017 Middlefield Road <br />Redwood City, California 94063 <br /> <br />To Whom It May Concern: <br /> <br />We, the Redwood Village Neighborhood Association and its members, appeal the <br />decision made by the Planning Commission to certify the FEIR for the Redwood City <br />Costco Wholesale Project and Fueling Station Project at 2300 Middlefield Road, <br />Redwood City, California. We also appeal the decisions made by the Zoning <br />Administrator to issue permits for both the warehouse expansion and the fueling center. <br />In addition to this written appeal, we respectfully request that a hearing with the City <br />Council be granted. We also respectfully request the privilege to include any new <br />information that we may obtain, which would be submitted 10 days before a scheduled <br />hearing. <br /> <br />Reasons for our appeal primarily fall in the categories of process, project description and <br />studies, alternative analysis, social justice. Examples of issues we have in each category <br />are provided below. <br /> <br />Process: <br /> <br />Public Notice indicated that the proceedings of the Planning Commission and the Zoning l <br />Administrator of June 19,2007 were Hearings. It is our understanding that hearings <br />allow for public input. However, the Zoning Administrator did not allow for public <br />comment. As a result; we were unable to provide input with respect to the project's use <br />permits, decision-making process, and questions posed by the ZA to the Planning <br />Department and / or Costco. We were clearly observers; not participants. The ZA was <br />accordingly unable to take into account public input at this Hearing that may have <br />affected his decisions. <br /> <br />The Zoning Administrator himself was the sole decision maker on the specifications of <br />the project and use permits without the input of the Planning Commission (PC). We also <br />concerned that the Planning Commission only certified the FElR and not the project. Is <br />there the requirement that the PC certify or approve the proposed project? <br /> <br />We believe many of the good questions posed by the Planning Commission and the <br />Zoning Administer to Costeo were inadequate.
