<br />7A <br />Page 25 <br /> <br />The acoustical engineer for the Draft EIR has provided options that Costco and the City <br />may consider for the purpose of fulfilling this Condition of Approval if the project is <br />approved and this condition remains relevant. The engineer explains that there are four <br />areas at the proposed tire center where noise control can be implemented with <br />reasonable effort in the following order of priority: <br /> <br />1. A wing wall 10 feet in height can be erected along the northern installation area <br />entrance to absorb side noise leakage. The horizontal extent of the wall should <br />be 30 feet outward from the warehouse building wall, and then taper quickly to <br />ground level within an additional 10 feet. To reduce multiple reflections between <br />the warehouse wall on the south side of the installation center entrance and the <br />proposed wing wall, use of SOUND BLOCK for the wing wall facing the drive aisle <br />is recommended. <br /> <br />2. The interior of the installation center should be equipped with sound absorption <br />panels such as NOISHIELD on vertical wall surfaces, and suspended hanging <br />baffles near the ceiling. <br /> <br />3. The wall at the self-storage facility could be treated with a sound absorbing <br />surface to enhance the recommended landscaping along the wall using a <br />material such as STARKUSTC. It is assumed the City would negotiate with the <br />facility owners regarding the application of such material and to determine <br />whether the exterior walls could support such a treatment. <br /> <br />4. The warehouse building wall along the south side of the tire center entrance may <br />be a reflecting surface. With interior noise baffles, the amount of air wrench or <br />other installation noise leaving the building will be reduced and the <br />recommended wing wall will intercept most reflections. Treatment of this wall <br />remains an option; however, the potential benefit versus the cost would be <br />minimal. <br /> <br />With regard to the caretaker's unit at SafKeep, staff has confirmed that a caretaker's unit <br />does exist at this industrial facility, and is located on the second floor in the front of the <br />building facing Middlefield Road. This property is within unincorporated San Mateo <br />County, not the City limits. The property is zoned by the County for industrial uses. In <br />Redwood City, caretaker's units are considered an acceptable accessory use for storage <br />facilities, but are not given special consideration with regard to noise. They are <br />considered part of the industrial use. In addition, the City does not have restrictions on <br />noise levels in industrial zones, only residential areas. <br /> <br />AL TERNA riVE ANALYSIS <br /> <br />Item #10: The issue of evaluating the Century 12 movie theater site (located at 557 E. <br />Bayshore Road) as an alternative site for the Costco project was raised on the Draft EIR <br />and responded to in the Final E1R (see page 3-87 of Final EIR). The rationale for <br />evaluating the Century 12 site as an alternative site for the Costco project is clearly <br />described on page 9-7 of the Draft EIR. As stated in the Draft and Final EIRs, the <br />Century 12 site was selected for evaluation for several reasons. First, the site has the <br />appropriate zoning and General Plan designations that would allow a big-box retail <br />development. Second, the site has the acreage and configuration (i.e., with access and <br />visibility to freeway) appropriate for a big-box retail. Third, the site has been evaluated <br /> <br />7 <br />
