EXHIBIT "A" SCOPE OF SERVICES Inspect trees as designated on the Tree Preservation Ordinance permit applications. Two levels of service shall be provided, determined by whether the application is for tree removal or tree pruning. For each permit, the tree will be inspected. Contact with the property owner may be necessary to arrange for access to the tree or permission to enter the property. The following information shall be provided to the City based on the on-site inspection: A) Tree Removal Permit Applications: 1. "Site Observation Checklisf' recording the tree's species, size (trunk diameter measured between 6" and 36" above grade), tree conditions and site conditions pertinent to the subject application. Important measurements of the tree's crown spread and proximity to buildings and site improvements. 2. Photograph of the tree (either Poloroid film, Digital, or 35mm film). 3. Hand sketched site drawing, "not to scale," showing the tree, major structures and other pertinent information to the site conditions. 4. Written "Inspection Reporf' with recommendations to the City for approving or denying removal, stating the basis for such recommendation. 5. Recommendation that the applicant plant a replacement tree when appropriate for the permit conditions and available space on the property. B) Tree Pruning Permit Application: 1. Written "Inspection Report" recording the tree's species, size (trunk diameter measured between 6" and 36" above grade), tree conditions and site conditions pertinent to the subject application. Important measurements of the tree's crown spread and proximity to buildings and site improvements. Provide recommendations to the City for approving or denying the proposed pruning, stating the basis for such recommendation. Provide recommendations for performing the pruning task within ISA Pruning Guidelines (or ASCA Pruning Guidelines in the case of Palm trees). 2. If recommending denial, or where greater detail would be important, a "Site Observation Checklist" similar to the material provided above in number 1 for removal applications. 3. If recommending denial, or where greater detail would be important, at least one photograph (either Poloroid film, digital, or 35mm film) of the tree. 4. Hand sketched site drawing, "not to scale," if it would reduce ambiguity of tree location or provide needed detail. Ray Morneau shall personally make the on-site inspections and write the inspection reports. A substitute person may be submitted to the City in a written request and the request approved by the City. Approval will be based on the person possessing adequate experience and skills.
