6.1A
A summary of the proposed changes are as fallows: Page 2
1) The non-validated parking rate of$5.00 per hour will drop to $2.50 per hour.
2) The non-validated parking rate will go into effect at 6 p.m. Monday#hrough Friday,
for ali tnree parking #acilities instead of different times for different parking facilities
(Monday through Friday) under the old agreement.
3) The non-validated parking charges will only apply untii 11 p.m. (presently they appiy
until 3 a.m.).
4) All parking facilities will have the same non-mavie validation of 1 '/2 hours of free
parking. Moviegoers will continue to receive four hours free validated parking at the
fihree parking faciiities. Presenfiy, ihe non-movie going validation is 1 nour at JefFerson
garage, 2 hours at il/iarshafl Street garage and 1 '/2 hours at MiddEefieid lot.
5} This amendment aflows fhe City to sell 105 monthly parking permits on the
Middlefiefd lot, Monday through Friday until 6 p.m. (the previous agreement only
allowed permit parking to 2pm on Fridy).
These changes will benefifi all concerned, and there is the possibili#y of achieving further
changes in the future.
ALTERNATIVES
The alternatives are quite limited as staff pushed hard as possible to achieve additional
changes.
FISCAL IMPACT
The fiscal impact is estimated to be minimal as almost no ona ever pays the $5.00 rate,
and lowering the rate from $5.00 to $2.50 may encourage more people to use these
parking facilities.
.
 ,r. ^
Dan Zack , -'";% s
~W ,. t
Downtown D ielopment Coordinator c•' r",V `
 ; r
, ,
. ...._._
1 ,'jr ,!.,. j '-- .
f'f..:d F `i `^'l.✓.Jd
Peter Ingram Edward Everett
Executive Director, edeveloprrtent Agency Board City Manager
ATTACHMENTS
1.
