The measure,which could possibly pre-empt ail or parts of C�lifn��j�'s state laws regarding colleative bargaining systems,r�ow moves to the Lt.S. Senate for consideration after fhe U.S. Congress returns from its August recess. If signed into law, hi.R. 980 wputd require that#he Federal Labor Relation Authority deiermine within 180 days of the acYs passage)wYsether�ach stafe's labor faws: • Grant public safety officers the righf to form and join a labor union . Require that public safety employers recognize the empioyees'labor union • Provide for bargaining over house,wages, and the terrr�s and conditions of employmenf, bufi excludes pensions • Provide for an impasse resolution process;and • Require that sfate courts enforce the rights established by H.R. 980 If a state's laws fail to meet these requirements,even if the state current[y recognizes coilec#ive bargaining rights,the biil would require t#�e sfate to amend its laws to compty with H.ft.980 within two years of the bill's effective date. Califomia's callective bargaining laws w�uid be vulnerable to federaf pre-emptian under this biH. A sirnilar bill is expected to be introduced in the Senate aRer recess. The League is opposed to M.R. 980 and wilf corttinue to monitor the issue and work with nationai groups to defeat the bill when Congress returns irarrz its recess. 6
