ThR <br /> purpose of this project is to resurface roadways in the Redwood Shores area that were <br /> adversely affecfed by consfructian activity an the recyeled water pipeline with a s�urry <br /> seal which is a cold mixed asphalt camprised of aggregate; asphalt binder, and <br /> additives. Slurry sealing is a cost-effective preventive maintenance measure that <br /> provicfes a new w�aring surFace, se�ls and protects th� underlying pavem�nt f�om <br /> c�amage due to weafher, and extends the useful life of the pavement. <br /> S#aff recommends rejecting alf bids for the subject project and re-bidding this project <br /> again early next year. The recommsndation to reject alE bids is mainly based on the <br /> higher than narmal bid priees, and th� lack of praject budget. We believe that the high <br /> bid pr�ces can be attributed ta �4�e busy bidding clima#e at this time of year, and the <br /> Eimited number and availability ofi contractors perforrning this type of specialty wark. <br /> Staff believes that it would b� best to postpone this project and avoid paying a premium <br /> for this work at this time. <br /> in addition to the expected cost saving of postponing this project until early nex# year, <br /> aYher benefits irtdude: <br /> • Less af a time constraint ta complete the project before the approaching rainy <br /> sea��n, artd fess risk of encauntering poor weather �onditi�ns, resultir�g in b�tter <br /> quality wark. <br /> o More time b�tween campletion o# recycled water pro}eet and sfurry seal work, which <br /> would allow a period of time far any necessary repairs or items that may have been <br /> overlooked during the recycled water praject, before resurFacing the streets. <br /> • Al6ows rr�are time ta tharougP�l}� prepare the base pavement surface and trench <br /> paving restoratian to ensure a good surface condition priar ta tl�e slurry seai <br /> treatment. <br /> • Allaws a longer and more thorough public input process in d�termining the <br /> community's desire to incorporate bicycle lanes and other bicycle irrtprovements with <br /> the praject. <br /> r There �re currently several othsr �rojects taking place in Redv��nod Shores (RWS <br /> �.ibrary, MarlinlSandpiper parks, Sandpiper schoo{ pick-up circulatian), and the slurry <br /> seaf project may interfere with access to these ather prajects and contribute fio <br /> additional inconvenience tc �usiresses and resider�ts with projects taking place <br /> concurrently. <br />
