7A <br /> Planned Community Permit Page 5 <br /> The project will require a PC (Planned Community) Permit for the proposed hospital <br /> pavilion addition, parking structure, medicaf o�ce building and site and streetscape <br /> improvements. Consideration of the PC Permits is not appropriately before the City <br /> Council. Pursuant to Article 52 of the Zoning Ordinance, the City Cauncil is not granted <br /> jurisdiction to approve PC Permits. Article 52 only permits the City Council to hear an <br /> appeal on a PC Permit approved by the Planning Commission. The PC Permits will be <br /> considered at a subsequent public hearing before eit�er the Planr�ing Manager or her <br /> designee or the Planning Commission. Appropriaie pubiic no#ice will �e given prior ta <br /> the hearing on the Planned Community Permit per Zoning Ordinance Article 52. <br /> {t should be noted that the City's Local Development Ordinance requires the under- <br /> gr�ur►c�ing GF overhea� uti�i�y i�n�s as a candifion c€ approval #ai Ni:.7�Qct� of tE�is <br /> size/scale. It is impossible to estimate the actual cosfi of this <br /> impact because of the high volume of traffic on this particuEar street. Rather than have <br /> jCC�UGEQ i-iu�}3ii�i �a�' ��i aCtUa� i.vi�Sii il�ti0i i tru�k raadway wear and tear to Wh±K1�?�e <br /> Avenue, staff is proposing to defer roadway slurry seal work over the next four to six <br /> years and Sequaia has agreed to pay for the equivalent of two slurry seafs ($60,oaa <br /> each), for a total cost ofi$120,000.
