<br />08/28/2007 <br /> <br />Finding: With implementation of mitigation measure C-TRAN-1.2, LOS during <br />the AM peak hour with the proposed mitigation measure would be reduced to LOS D <br />with 51.0 seconds of delay, and during the PM peak hour, the intersection would <br />operate at LOS C with 32.9 seconds of delay. Mitigation Measure C-TRAN-1.2 is a <br />feasible measure, and its implementation would reduce the cumulative transportation <br />impact at the intersection of Alameda de las Pulgas and Whipple Avenue to a less-than- <br />significant level. <br /> <br />Mitigation Impact C-TRAN-1.3: EI Camino Real and Whipple Avenue. An <br />improvement has been identified for this location in the Redwood City Traffic Impact <br />Mitigation Fee Study (TIMFS). The identified improvement includes the addition of a <br />receiving lane for westbound right-turns from Whipple Avenue to northbound EI Camino <br />Real, creating a "free" westbound right-turn movement. The level of service analysis <br />indicates that this improvement would reduce the delay to 99.2 seconds (LOS F) under <br />Cumulative Project Conditions compared to 106.4 seconds under Cumulative No <br />Project Conditions. The project sponsor would make a fair share contribution to the City <br />of Redwood City for the addition of a receiving lane at this location, which would reduce <br />the project contribution to delay and mitigate the project impact. <br /> <br />The applicant would make a $30,000 contribution for the addition of a receiving lane at <br />this location, considered by the City of Redwood City to be a fair share of identified <br />improvements. This contribution would be required to be paid into escrow prior to <br />issuance of an occupancy permit for the proposed medical office building, to be held for <br />a period of up to two years following full occupancy of the proposed medical office <br />building, should the City and Caltrans agree to install the improvement. The <br />contribution would be refunded to the applicant in the event such improvement is not <br />made. <br /> <br />This measure is conceptual at this time and any improvement to EI Camino Real would <br />require Caltrans approval. <br /> <br />Finding: The City Council of the City of Redwood City finds this impact to be <br />significant and unavoidable. The proposed addition of a receiving lane for westbound <br />right-turns from Whipple Avenue to northbound EI Camino Real is within the <br />responsibility and jurisdiction of Caltrans and would require Caltrans approval. Caltrans <br />can and should adopt the proposed receiving lane addition. <br /> <br />Mitigation Impact C-TRAN-1.4: 1-280 Northbound Ramp and Edqewood Drive. <br />The addition of project traffic is projected to exacerbate unacceptable operations at the <br />intersection of 1-280 Northbound Ramp and Edgewood Drive during both the AM and <br />PM peak hour under cumulative conditions. The improvement required to mitigate the <br />project's impact to a less than significant level is signalization of the intersection with <br />split phasing on the north leg of the intersection.
