7A <br /> Page 1 <br /> REP4RT <br /> To fhe Honorahle Mayor and City Council <br /> From the Ci# Mana er <br /> September 10, 2007 <br /> SUBJECT <br /> Public Hearing to Review and Receive Cammenfis on City of Redwood City Public <br /> Wa#er Health Goa!Report <br /> RECOMMENDATION <br /> Receive and acknovufedge comments from th� p�hlic on the Report and re#'er any <br /> comments to fihe Public Works Services Department for consideration and to address <br /> as appropriate. <br /> BAGKGROUNO <br /> The City of Redwoad City is required by the Caiifornia Health and Safiety Cade to <br /> prepare a repo�t regarding Public Health Goals. Section 116470 {b), {c), and {f} of the <br /> Health and Safety Code (see Attachment A of the repor#) specifies that every #hree <br /> years, public water systems serving more than 10,000 service connections shall <br /> prepare a report that is intended to inform the �ublic of any California Public Health <br /> Goa! (PHG) exceedance that occurred within the prior three years. <br /> A PHG is a non-enforcea6le goal established by the California Environmental Protection <br /> Agency's �ffice of Environmental Health Hazard Assessment {OEHHA), and is nat to <br /> be canfused with Itltaximum Contaminant Level (MCL). An MCL is the enforceabfe levef <br /> of a contaminan�that is allowed in drinking water. <br /> Constituent's that �ave a Cali#omia primary drinking water standard and for v�rhich a <br /> PHG has been se# are to be addressed in the report. Attachment B of the Report <br /> contains the regulated constituent (lead} for which the City af Redwood City exceeded <br /> the PHG. Pfease note that water containing lead is not delivered to consumers through <br /> the Cify water distribution system, but rather, it is a praduct of constituents leaching <br /> from fixtures containing lead within consumer's homes. A more detailed explanation of <br /> this occurrence is given in the Public Health Go�! Repor�. <br /> The Code further specifies that a public hearing is to be held for the purpose of <br /> accepting and responding to public comment on the repor�. The hearing can be part of <br /> any regularly scheduled meeting. The California Heafth and Safety Code does not <br /> require any action to be taken for mitigating contaminant levels that excesd the PHG, as <br /> long as they are below the corresponding MCL. Review of the report and comments <br /> received on the repor�are for information and recommendation purposes only. <br /> This Recammendation: <br /> • Allows the City of Redwood Cify to meet the requirements of California Hea(th and <br /> Safety Code sectian 116470 which specifiies that a public hearing is fio be hefd for <br /> the purpose of accepting and responding to pubiic comment on the repor#. <br />
