Amend by resofution �h� General Plan, Open Space Element to add Policy 0-10: <br /> The City shall assure a standard provision of 3 acres of active community <br /> parkiand per �,000 residents which shall be maintained and not decrease as new <br /> residential development occurs; <br /> 2. Intraduce an ordinance adding Ar�icle XVI to Chapter 18 (Local Impravements <br /> And Planning} ofi the City Code Regarding the Parks lmpact Fee and Settir�g the <br /> Rates for Such �ee at 50% of the possible maximum; <br /> 3. Introduce an ordinance adding Article XII to C�apter 30 of the City Code <br /> regarding Park Dedication Requirements (Quimby); <br /> 4: Direct staff to initiate a study of commerciai development impact on parks; and <br /> 5. Approve by resolution the fnitia! Parks Assessment Study and Impact Fee Praject <br /> List <br /> BACKGROUNC3 <br /> General Plan Amendment for an Active Communify Parkland Standard <br /> The Department Strategic Plan adopted by the Park and Recreation Cammission in <br /> 2004, directed staff to take action to insure that future development would not reduce <br /> the existing ratio of park land to residents. After extensive work creating a park <br /> inventory, the Park and Rec�-eation Commission brought a recammendation to Cify <br /> Council in December 2005. At that time, Council directed the Pfanning Commission to <br /> consider a Generaf Pfan Amendment to establish an active parkland standard of 3 acres <br /> per 1,000 residents; and directed staff to proceed with a nexus study #o determine the <br /> relatianship between new residential development and the need for additiona! parks. <br /> !n recommending the standard af 3 acres/1,000 residents, the ParR and Recreation <br /> Commission (Commission) defined active community parkland as a subse# vf fhe tatal <br /> open space accessible to the pub{ic. This subset was represented by rnini, <br /> n�ighbarho�d, community and s�ecial interest {�arks. If all public land and amenities <br /> were included, the City standard wouEd be over 12 acres/1,040 residents. The decision <br /> to use 3 acres of active community parkland per 1,Ofl0 residents was based on the Park <br /> and Recreation Cammission's sense that the City is blessed by its ciose proximity to <br /> large open space areas including Edgewood Park and the Don Edwards Wildlife <br /> Preserve Area; but is lacking when it comes to parks in neighborhoods and sporting <br /> fiefds. Further, the Commission believed that it is these types of parkland that will be <br /> most affected by new residential development. <br />
