In general, it is fair to say thaf there has been less issue with a 3 acre/1,000 <br /> resident standard than the particulars of the cafculation method for the in-lieu fee, the <br /> total cosf of the fee and what credits, exemptions and discounts might be available to <br /> developers. Wi�h respect to these issues; same general themes ran through rriany of <br /> aur conversations. Within this report "developers" will be used fa signify those <br /> individuals or groups that wouid be expected ta or represent those that would pay the <br /> �roposed in I#eu fee. <br /> The Council Finance Committee served as our sounding board #ar bringing forward a <br /> standard and an in-iieu fee recommendation. The foliowing idenfii��s the v�rious issues <br /> they discussed and their specific recammendations which have been included in the <br /> ordinance language. The resulting Quimby Act Implementation Ordinance and Parks <br /> lmpact Fee Ordinance are included as Attachment 3 and 4. <br /> Amaunt of Fee <br /> Staff found that developers were generally more interested in considering fhe <br /> impact of the proposed fees on their most recent project rather than considering <br /> the comparison cities used in the revamped CORO study. AI! of our contacts in <br /> the deveiopment community felt that the ful! fee or even the previously proposed <br /> $0% fee was tao high and could inhibit the creation of housing in the City, despite <br /> the fact that it would place us in the mid-range of CORO study cities. While <br /> they understand that the new housing will have an impact on parks, the cost to <br /> them to create the affordable units makes the additional fees on these units <br /> prohibitive. The Cam.mittee recommends that affordable housing units be <br /> exempt. <br />
