Adopt a resolution approving the solid waste, recyc(able ma#erials, and organic <br /> materials collectian services outlined in the South Bayside Waste Management <br /> , Autharity (SBWMA) August 2, 2007 draft RFP for callection services (Related <br /> Document No. 1); <br /> 2. Hpprove the contract terms detailed in �he SBWMA's Augusfi 2, 2007 draft uniform <br /> franchise agreement far solid waste, recyclable maferials, and organic materials <br /> caNection services (Related Documer�t No. 2); <br /> 3. Approve the scope of services in the SBWMA's August 2, 2007 draft RFP for the <br /> aperation of fihe Shoreway Recycling and Dispc�sal Center (SRDC) {Related <br /> Document Na. 3); <br /> 4. Apprave the contract terms in the SBWMA's August 2, 2007 draft agreement for ti�e <br /> operation of the SRDC (Related Document No. 4}; and <br /> 5. AcknowEedge receipt of the report on the proposed renovation and�expansion of the <br /> SRDC. <br /> BACKGROU(VD <br /> The SBVUMA was formed in 19$2 (originally called the South Bayside Transfer Sta#ion <br /> Authority) as a solid waste joint powers autharity of 12 member agencies — Atherton, <br /> Belmont, Burlingame, East Palo Alto, Foster City, Hillsborough, Menlo Park, Redwood <br /> City, San Carlos, San Mateo, County of San Mateo (unincorporated partians), and West <br /> Bay Sanitary District. Originafly, the SBWMA was established to assist with the <br /> development of the San Carlos transfer station. In 2000, the Authority exercised its <br /> option to acquire this fiaciiity and #he materials recovery facility (recyclery) both of which <br /> comprise the SRDC. At that time, the member agencies made a commitment via a joint <br /> powers agreement that salid waste and recyclables col(ected under their franchise <br /> collection agreements would be processed at the transfer station. While each member <br /> agency has its own franchise collecfiion agreement, the SBWMA assists wifih <br /> administration of those agreements. <br /> The SBWMA is assisting the 12 member agencies in deveioping and conducting a <br /> coordinated, competitive selection process for col(ection services and is conducting a <br /> similar selection process for the operation of its SRDC. <br /> The City af Redwood City franchise agreement with Allied Waste far solid waste, <br /> recyclable materials, and organic mat�rials collection services expires December 31, <br /> 2010, as does the SBWMA's agreement with AIlied Waste for operation of the SRDC. <br /> Thesa agreements have never been subject to a competitive selection pracess. <br /> 1 <br />
