<br />MINUTE ORDER <br />JOINT CITY COUNCIL <br />REDEVELOPMENT AGENCY MEETING <br /> <br />AUQust13.2007 <br />MO. 07-146 <br /> <br />CITY CLERK DEPARTMENT <br />Redwood City <br /> <br />DATE: August 14, 2007 <br /> <br />Attention: City Attorney <br />Planning Department <br /> <br />SUBJECT: Appeal of the Planning Commission's Certification of an <br />Environmental Impact Report and the Zoning Administrator's <br />approval of Use Permits for the Costco Wholesale Project <br /> <br />AGENDA ITEM: 7 A (603) <br /> <br />Meeting of the Council of the City of Redwood City on August 13, 2007. <br /> <br />Present: Council Members Aguirre, Hartnett, Howard, Ira, Vice Mayor Foust and Mayor <br />Pierce <br /> <br />Present via Teleconference: Council Member Bain <br /> <br />Absent: None <br /> <br />The following motions were made, carried and entered on the Minutes <br /> <br />Motion NO.1: <br />MIS Hartnett/Howard to deny the appeal and uphold the Planning Commission's <br />certification of the EIR prepared for the Costro Wholesale project based on the <br />entire record presented to the City Council and on the following findings: <br /> <br />1. The FEIR has been completed in compliance with CEQA. <br />2. The FEIR has been presented to the City Council, and the City Council <br />has reviewed and considered the information contained in the FEIR prior <br />to approving the project. <br />3. The FEIR reflects the lead agency's independent judgment and analysis. <br />4. Changes and alterations have been required in, or incorporated into, the <br />project (i.e., standard conditions and mitigation measures) which avoid or <br />substantially lessen the significant environmental effects as defined in the <br />FEIR. <br />5. A Draft Mitigation Monitoring and Reporting Program on file in the City <br />Clerk's Office has been prepared for the project and will be incorporated <br />
