Gerald Nagle stated that the design of the pumps and the vehicles actually do not
allow any fumes into the air from pumping the gasoline itself. The area is
surrounded by Woodside Road, Highway 101, and Caltrain which are busy all week
long, trailing off on Saturday and Sunday so that overall the pollution will be down
on weekends.
Fred Tavernier thanked Costco for patience during the process while urging the
City Council to accept the Planning Commission and Zoning Administrator
decisions. He asked consideration of the close to 10,000 people who signed the
petition in favor of the gas station and expanded warehouse.
Bill Heath urged denial of the appeal and allowing Costco to build the gas station
stating that we all pay more for gasoline than we used to and the only way to beat
that is price competition. He stated that Costco does an excellent job at creating
competition.
John Sigona, representing the owners of Sigona's Market, stated that although he
does not live in the Redwood Village area he does sympathize with the residents.
He said that because the neighborhood is behind the market he knows what they
go through. Sigona's supports Costco staying as is or with a new building but does
not support any gas pumps being located there for the reasons already stated.
Sigona's is also against the closure of Charter Street as the entrance and exit from
Costco particularly because the Willow Street proposal would become the main
entrance and exit from Costco.
Chip Krug supports the Costco expansion but opposes the gas station portion for
many of the reasons stated. He questioned how long it would take to coordinate the
traffic signal at the location given how long it is taking to coordinate the signals at
Jefferson and El Camino Real near Sequoia Station. He expressed concern with
the discount rate calculation and disagreed with the 3.1 % argument.
M/S Foust/Ira to close the public hearing. The motion passed by a unanimous
roll call vote.
Council questions related to the following topics: how the trip calculations were
made and the discounts considered, the traffic pattern as a result of new
signalization, safety features around the gas tanks, truck deliveries, transportation
demand management, trip percentage increase, number of vehicles on Willow, and
management of lines for gas pumps.
M/S Howard /Foust to extend the meeting to 12:30 a.m. The motion passed by a
unanimous voice vote.
JOINT CITY COUNCIL /REDEVELOPMENT AGENCY BOARD MEETING AUGUST 13, 2007
MINUTES PAGE 7
MINUTE BOOK NO. 61
Page 465
