6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL: <br />M/S Aguirre /Howard to waive reading of the Consent Calendar except the ordinances <br />by title, adopt the resolutions and the ordinances, and approve other items. The motion <br />passed by a unanimous roll call vote with Council Member Bain abstaining on <br />Item 6.1.C. <br />Linda Jolley stated she is a landscape expert, runs an information service for the <br />homeless, and is a Christian. She stated that she was attacked by a Redwood City <br />police officer for the crime of taking a nap in our truck. She further stated that at her trial <br />it was determined that any kind of napping in a vehicle is illegal. Ms. Jolley stated her <br />belief is that the point is to make the homeless very uncomfortable and to run them out <br />of town. She asked the Council to stop making sleeping a crime. <br />6.1 Section — Motions - <br />A. Amendment to the Parking Facilities Agreement between the City and RREEF, <br />Owners of the Cinema Block City Council /Redevelopment A_gency Board <br />Mayor Pierce explained that when the parking system was implemented there were <br />many adjustments needed and concerns stated. The City approved this agreement <br />with the owner of the Cinema project and the retail cinema block to decrease the <br />cost after 6:00 p.m., decreases the time limit in the three parking garages on <br />Marshall, Winslow and underneath the cinema. There is the ability to review in the <br />next 5 -6 months to determine that there is sufficient parking for the cinema patrons <br />and that it is not causing difficulties for the Redwood City residents. <br />Recommendation: <br />Approve the Amendment by motion to the Parking Facilities Agreement (Parking <br />Agreement) with the City of Redwood City, the Redevelopment Agency, and <br />RREEF (Owners of the Cinema Block) and authorize the City Manager and the <br />Redevelopment Agency Executive Director to execute same. Execution of Funding Agreements for Human Services Financial Assistance <br />Program (HSFA) 2007/2008 <br />Recommendation: <br />Authorize the City Manager to execute the Human Services Financial Assistance <br />Program agreements in the amounts specified in the 2006/2007 fiscal year <br />approved budget.
