Any and all informalities in the aforementioned bid of <br /> Satterfield & Co., are hereby waived. <br /> <br /> 4. The City Clerk is hereby authorized and directed to <br /> return to all unsuccessful bidders, and to the successful bidder <br /> upon execution by it of the aforementioned agreement, all <br /> securities guaranteeing execution of the agreement upon award. <br /> <br /> <br />
