6.L.- Page 2of9
ANALYSIS
If passed by the State Legislature and signed by Governor Newsom, this grant program will help child
care/preschool operators to create facilities to serve more children of both low- and moderate -income
families statewide. City staff continues to work with Assemblyman Mullin's staff on amendments to the
bill language to ensure that the grants program will be usable for the types of projects that are feasible in
Redwood City, much of San Mateo County, and other built -out, high cost areas. Free-standing, new
construction on land owned by the operator is rarely an option. Eligible projects need to include build -out
of space in housing or mixed use developments, remodel of existing commercial, school or community
buildings, etc. These projects often leverage other significant public and private financing.
FISCAL IMPACT
There is no direct fiscal impact in adopting a resolution and providing a letter of support. There is potential
positive impact to the City and/or community partners, developers, and child care/preschool operators if
facility grants become available.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The Council could choose not to adopt a resolution of support.
ATTACHMENTS
Attachment A: Resolution in Support of Assembly Bill 452: Childcare Facilities Grants
Attachment B: Sample Letter of Support for AB 452 - Assembly Floor (Rendon)
Attachment C: Sample Letter of Support for AB 452 - Assembly Appropriations Committee (Gonzalez)
REPORT PREPARED BY:
Chris Beth, Parks and Recreation Director
cbeth@redwoodcity.org
(650) 780-7253
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
267
