6.0. - Page 1 of 15 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: May 6, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Second Reading (Adoption) of amendments to City Code Chapter 33A, Article 1 (Temporary Street <br />Closures), and Article III (Regulations for Courthouse Square) <br />RECOMMENDATION <br />Waive the Second Reading and adopt amendments to City Code Chapter 33A, Article I (Temporary Street <br />Closures), and Article III (Regulations for Courthouse Square) <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On April 22, 2019, the City Council approved amending City Code Chapter 33A, Article 1 (Temporary Street <br />Closures) and Article III (Regulations for Courthouse Square). At this meeting, the City Council also <br />adopted a Resolution pursuant to California Vehicle Code section 21101(e) authorizing the Chief of Police <br />to temporarily close City streets; adopted a resolution updating the Schedule of Fees related to events at <br />Courthouse Square and other Special Events; adopted a Resolution updating the Courthouse Square <br />Administrative Guidelines; approved directing staff to administratively incorporate the proposed fees into <br />the City's Master Fee Schedule; and approved appropriating $15,000 in one time funding to the Civic <br />Cultural Commission grant program to allow non-profit organizations which held special events in 2017 <br />which required City permits to apply for grant funding to help offset any potential cost increases related <br />to City permits and fees for holding those same events between June 2019 and June 2020. <br />These recommendations were developed with the advice of the City Council Ad Hoc Special Events <br />Committee, who also met with non-profit representatives, and reflected feedback staff has received from <br />event partners overtime.
