8.A. - Page 19 of 48 <br />From: Rick Hunter <br />To: GRP -City Council; MGR -Alex Khojikian <br />Subject: Map 13j Revision <br />Date: Thursday, April 4, 2019 9:38:24 PM <br />Attachments: Screenshot 2019-04-04 18.22.28.rna <br />Dear Mayor Bain and Councilmembers, <br />Last week I submitted Map 13j, which was posted on the City's website on April 1. Although <br />I thought the map was population balanced, the mapping software did not include a check on <br />this, and it failed to be population balanced by a small amount, according to the required <br />formula. When I learned of this, I made some fairly minor tweaks, and Alex Khojikian and <br />the demographer have determined that revised Map 13j is now Population balanced. <br />Because of the 7 -day posting requirement, the revised map was not able to be posted at this <br />time, but I wanted to inform you of the revised Map 13j and summarize the changes. <br />The following are the changes I made to population balance the map. Please note that I did <br />not make any changes to Districts 1 (Redwood Shores), 3 or 4 (the majority Hispanic Citizen <br />Voting Age Population (CVAP) districts). All of the changes were to Districts 2,5,6 and 7, to <br />make the populations balanced according to the formula, as well as to align some blocks better <br />with their neighborhood associations. The changes are: <br />• 2 blocks between Clinton and Duane, move from District 2 to District 5. <br />. 1 block at Hawes -Oak -Gordon -Redwood, move from District 5 to District 6 to align <br />with the Roosevelt neighborhood. <br />• 1 block at Alameda -Carson -Connecticut -Goodwin, from District 7 to District 6 to align <br />with the Roosevelt neighborhood. <br />• Several blocks at Maddux -Washington -Virginia -Poplar -Goodwin, from District 6 to <br />District 7 to align with the Woodside Plaza neighborhood. <br />You can review revised Map 13j online by going to the mapping software, <br />hU:Hlexington.caliper.com/redwoodci , clicking on New Plan, and selecting the bottom <br />one that says Revised Map 13j. Alex or the city's demographer may also know of other ways <br />to access it. I am also attaching a screenshot from the mapping software. <br />Map 13j, in both the original and revised versions, meets the goals of many councilmembers <br />and community members, including: <br />2 majority Hispanic CVAP districts <br />• 5 majority -minority districts in total population <br />• Redwood Shores is its own district <br />. Both Redwood Shores and Farm Hill are vacant and have an election in 2020 <br />The fewest number of incumbents possible are paired, consistent with the above goals, <br />and they are both on the same election cycle <br />I look forward to your discussion on Monday, and thank you for your consideration. <br />Sincerely, <br />Rick Hunter <br />344 <br />
