6.C. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: May 6, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Reject all bids — Whipple Avenue and Iris Street Enhanced Crossing Project <br />RECOMMENDATION <br />By motion, reject all bids and direct staff to continue to maintain the existing crosswalk at Whipple Avenue <br />and Woodstock Place. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />In 2015, when the City was in the planning process associated with resurfacing Whipple Avenue, nearby <br />residents expressed concerns about traffic and pedestrian safety on Whipple Avenue. Through the overlay <br />project that year, many of their concerns were able to be addressed by the addition of new high visibility <br />crosswalks, additional curb ramps, and improved signage. However, some of the concerns required <br />additional discussion and could not be addressed solely by the paving project. <br />These concerns involved the speed of traffic on Whipple Avenue in general and the location of an <br />uncontrolled crossing (a crosswalk without a stop sign or stoplight) at Whipple Avenue and Woodstock <br />Place. Both of these items required additional discussion and analysis. City staff held two neighborhood <br />meetings to discuss these concerns and potential solutions. <br />The initial meeting was held on September 9, 2015. At the meeting staff shared traffic data and discussed <br />with the residents potential treatments that could be used to address their concerns. Approximately 40 <br />residents attended the first meeting and provided feedback to staff to develop improvements for the <br />street. <br />A follow-up meeting was held on December 16, 2015 to discuss the proposed solutions. At the December <br />meeting, residents overwhelmingly supported the installation of a beacon system for a crosswalk on <br />Whipple Avenue near Woodstock Place.
