6.C. - Page 3 of 5 <br />Excluding the multiple votes the percentage breakdown for the survey results in the neighborhoods is as <br />follows: <br />• 76% of survey respondents were in favor of the crosswalk remaining at its current locations and <br />receiving fresh paint. <br />• 6% of the surveys were in favor of relocating the crosswalk to Iris with just paint and signs. <br />• 8% were in favor of relocating the crosswalk to Iris with the addition of bulbouts and beacons. <br />• 4% of the surveys were in support of removing the crosswalk. <br />• 6% of the surveys had other suggestions. <br />The survey results were relatively consistent between the focus area of the project and the wider <br />neighborhoods. <br />Based on the survey results, the proposed project no longer meets the needs and interests of the <br />neighborhood, and staff recommends that all the bids for the Whipple Avenue and Iris Street Enhanced <br />Crossing Project be rejected and that the project not move forward. <br />Staff also recommends maintaining the crosswalk at its current location on Whipple Avenue at its <br />intersection with Woodstock Place. Staff will review the current conditions and fully repaint the crosswalk <br />and all associated pavement markings. Staff also will review the current sign placements and modify or <br />add, as appropriate, signs to improve the visibility of the existing crosswalk to drivers on Whipple Avenue. <br />This work will be incorporated in an upcoming City project and will be completed over the next couple <br />months. <br />FISCAL IMPACT <br />The apparent low bid for the proposed project was $127,525.66. By rejecting all bids for this project the <br />City will not expend those funds. The revised project to maintain the existing crosswalk is estimated to <br />cost less than $10,000. There are sufficient funds in the Gas Tax Construction Fund to complete the <br />revised project. <br />ENVIRONMENTAL REVIEW <br />Review under the California Environmental Quality Act (CEQA) is not required for projects that are <br />disapproved under CEQA Guidelines Section 15270. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Results of the survey were mailed to the residents in the project area and <br />who have expressed interest in this project. In addition, an online post was made on Nextdoor detailing <br />the survey results for the two neighborhoods that participated in the survey.
