Such rights, the PDD Agreement, the PDD Permit, or any portion <br />thereof, may not be transferred or assigned by operation of law or otherwise without the <br />written consent of City, which City may withhold in its sole and absolute discretion. <br />E. Nothing in the PDD Agreement or the PDD Permit is intended to or shall <br />confer upon any person other than the parties any rights or remedies hereunder. <br />F.
