7.A. - Page 11 of 141
fact, adopt a Statement of Overriding Considerations stating that the merits of the Project outweigh the
Project's significant unavoidable impacts, and adopt a Mitigation Monitoring and Reporting Program
(MMRP). These project merits include affordable housing, child care, retail opportunities, and a mix of
residential and employment opportunities in proximity to transit (Attachment A).
PLANNING COMMISSION HEARING
Planning Commission considered this item at their April 24, 2019 public hearing. Six members of the public
spoke in support of the item. The Planning Commission asked questions regarding on-site remediation,
affordable housing amenities, railway operations, and public outreach process, among other topics. The
Planning Commission unanimously recommended that City Council approve the project, including the
resolution certifying the EIR and adopting the statement of overriding considerations.
PUBLIC NOTICE
This project has received extensive community input. The applicant has held a series of meetings to receive
feedback and inform the public about the project. AAC has reviewed the project twice over the course of
2018, and the project has gone to Planning Commission three times for comments relating to the EIR scope
and analysis, as well as the project entitlements.
Each of these public hearings, including this City Council hearing, included standard noticing practice as
follows: Ten days prior to the hearing date, notice of this hearing is posted on the City's website, published
in the newspaper, and sent to all owners or residents of property located within 300 feet of the project
site, including any interested person who requested a notice. Information about the project has been
posted on the City's website at www.redwoodcity.org/developmentpro*ects
ALTERNATIVES
1.
