Adopt a Resolution approving a Short -Term Rental Registration Fee; and 2. By motion, direct staff to administratively incorporate the Short -Term Rental Registration Fee into the City's Master Fee Schedule STRATEGIC INITIATIVE Government Operations BACKGROUND On January 8, 2018, staff presented a recommendation to the City Council to amend the Municipal Code and Zoning Ordinance to adopt regulations for short-term rentals. Short-term rentals are generally defined as lodging or overnight stays lasting less than 30 consecutive days in a residential dwelling. Common examples include renting a house or an apartment for a week or weekend for a short stay or for several weeks associated with business travel or longer vacations. Short-term rentals are most commonly offered and rented through online hosting platforms such as Airbnb, VRBO and HomeAway. On February 26, 2018, the City Council waived the second reading and adopted the City code amendments, and reintroduced the Zoning Ordinance amendments to add language limiting the number of listings allowed at any one time in a residence. On March 26, 2018, the City Council waived the second reading and adopted the Zoning Ordinance amendments. Collectively, the amendments: • Defined what would be considered short-term rentals; • Established rules for short-term rental registration and annual renewals, including the payment of registration fees; • Established specific operating procedures for short-term rentals such as: ■ Limiting listings to 2 per residence, with individual listings not to exceed a total of more than 120 days per calendar year; and City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore 506
