8.A. - Page 56 of 73 <br />Cybersecurity <br />Attachment D <br />The Participating Members, like many other public and private entities, rely on large and <br />complex technology environments to conduct their operations. As recipients and providers of personal, <br />private, or sensitive information, the Participating Members are subject to multiple cyber threats <br />including, but not limited to, hacking, viruses, malware and other attacks on computer and other <br />sensitive digital networks and systems. Entities or individuals may attempt to gain unauthorized access <br />to the Participating Members' digital systems for the purposes of misappropriating assets or <br />information or causing operational disruption and damage. To date, none of the Participating Members <br />have experienced an attack on their computer operating systems which resulted in a breach of its <br />cybersecurity systems that are in place. However, no assurances can be given that the Participating <br />Members' efforts to manage cyber threats and attacks will be successful or that any such attack will <br />not materially impact the operations or finances of any of the Participating Members. Each of the <br />Participating Members carries cybersecurity insurance. <br />Failure of SVCW to Refund the Notes <br />The Authority's ability to pay principal on the 2019 Notes is dependent on the Authority's <br />ability to receive proceeds of the WIFIA Loan or to issue and sell refunding obligations prior to the <br />maturity of the 2019 Notes.
