6.D. - Page 1 of 24 /<�ik Redwood CitylCallifornia Faunded 1867 A,&/ DATE: May 20, 2019 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Agreement with Crown Castle Fiber LLC for the Installation of Wireless Equipment in Redwood City RECOMMENDATION By motion, approve and authorize the City Manager to execute an agreement with Crown Castle Fiber LLC for the installation of Wireless Equipment in Redwood City STRATEGIC INITIATIVE Government Operations BACKGROUND Crown Castle Fiber LLC provides communications infrastructure services, including wireless equipment. The California Public Utility Commission grants Crown Castle authority at a state level to operate in the public right-of-way in accordance with State law. In the last several months, Crown Castle approached staff to install, maintain and operate its facilities within Redwood City in accordance with its State authorization. The State authority allows installation of Crown Castle facilities in the Redwood City public right-of-way in a manner similar to telephone and cable companies. Crown Castle facilities would include above and below ground wireless equipment that allow its customers to communicate with data centers, exchange information, and access the internet. Staff and Crown Castle negotiated the attached agreement to provide a general framework for Crown Castle facilities. Within this framework, Crown Castle will apply for the necessary permits and approvals to install, maintain and operate its facilities in compliance with state law and local ordinances. The City has entered into at least ten similar agreements with other communications companies since the year 2000, and many of those companies continue to install, maintain and operate their systems in the public right-of-way.
