05/20/2019 <br />RESOLUTION NO. 15769 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING AN ARCHITECTURAL PERMIT, PLANNED <br />DEVELOPMENT PERMIT, USE PERMIT, VESTING TENTATIVE MAP, STATE <br />DENSITY BONUS LAW CONCESSIONS AND AN AFFORDABLE HOUSING <br />PLAN FOR THE BROADWAY PLAZA PROJECT LOCATED AT 1401 <br />BROADWAY AND 2201 BAY ROAD <br />WHEREAS, the Applicant, The Sobrato Organization ("Applicant'), submitted an <br />application for an Architectural Permit (AP2016-062), Planned Development Permit (PD2016- <br />005), Use Permit (UP2018-001), Vesting Tentative Map (TM2016-005), two State Density Bonus <br />Law concessions and an Affordable Housing Plan for Broadway Plaza, including 119 affordable <br />residential units, 401 market -rate units, 420,000 square feet of office, 26,000 sq. ft. of retail, 10,000 <br />sq. ft. of childcare and 1.6 acres of publicly -accessible open space located at 1401 Broadway and <br />2201 Bay Road (the "Project'), which is located within the Mixed Use Corridor — Gateway <br />Broadway Zoning District (Broadway portion) and the Light Industrial Incubator — Emergency <br />Shelter Overlay (Bay Road portion); and <br />WHEREAS, the Project includes a requested concession from the State Density Bonus law <br />for providing 80 cubic feet of personal storage per unit as required by the MUC-GB zoning district; <br />and <br />WHEREAS, the Project also requests a concession to reduce the parking ratio for the 119 <br />affordable units per State Density Bonus law and the City's Density Bonus Ordinance (Section <br />32.19); and <br />WHEREAS, the Project requests a bonus height as allowed by Section 53.7 of the Zoning <br />Ordinance, and <br />WHEREAS, the Project includes a Planned Development Permit to allow up to 2.95 <br />spaces/1,000 sq. ft. of office where 3.3/1,000 would be required, and to allow up to 280 shared <br />parking spaces between the market -rate residential use and the office use; and <br />WHEREAS, on January 18, 2018, the Architectural Advisory Committee (AAC) conducted <br />a public hearing to consider the proposed project; and <br />WHEREAS, on October 18, 2018, the AAC conducted a second public hearing to consider <br />the proposed project. The AAC considered the development standards and urban design <br />guidelines of the Zoning ordinance, and recommended that the Planning Commission approve <br />the project as proposed by the Applicant; and <br />WHEREAS, the applicant incorporated these project changes into the Project before it was <br />heard by the Planning Commission (Commission); and <br />WHEREAS, an Environmental Impact Report has been prepared in accordance with the <br />requirements of the California Environmental Quality Act (Public Resources Section 2100 et seq.; <br />hereafter, "CEQA") and the Guidelines for implementation of the California Environmental Quality <br />Act (Title 14, section 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA <br />ATTY/RE50.0051 CC RE50 APPROVING PROJECT — BROADWAY PLAZA RE50.
