05/20/2019 <br />RESOLUTION NO. 15771 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY ADOPTING A REGISTRATION FEE FOR <br />SHORT-TERM RENTAL COMPLIANCE AND MONITORING <br />WHEREAS, the City Council of <br />empowered to impose reasonable fees <br />for municipal services; and <br />the City of Redwood City ("City") is <br />rates, and charges to offset the costs <br />WHEREAS, the City Council has, through prior actions, adopted various <br />fees and charges requested by individual City Departments; and <br />WHEREAS, on May 8, 2017, the City Council adopted Resolution No. <br />15583, approving certain fees for the Community Development, Police and Fire <br />Departments, including approval of an annual increase of fees to reflect the <br />net change in average City salaries and benefits costs for each fiscal year; <br />and <br />WHEREAS, in Fiscal Year 2016, Matrix Consulting Group conducted a <br />Cost of Services (User Fee) Study with respect to certain user fees in order to <br />determine the cost to the City of providing such services and provided a final <br />report to the City dated February 16, 2016; and <br />WHEREAS, the Community Development Department has conducted an <br />analysis of the labor costs associated with short-term rental registration, <br />compliance, and monitoring to ensure that the fees charged reflect the actual <br />costs to the City and the City's taxpayers in providing those services; and <br />WHEREAS, the City utilized the cost recovery model developed by <br />Matrix Consulting Group to revise or create fees for services the City provides; <br />and <br />WHEREAS, Zoning Ordinance Section 31.3(E)(2) provides that short- <br />term rental registrations shall be accompanied by a filing fee in an amount <br />established by Council resolution, and the City now desires to establish such <br />a fee: and <br />WHEREAS, it is the general policy of the City to charge for the full costs <br />of services provided by City staff when such services benefit individual users <br />rather than members of the community as a whole; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery <br />ATTY/RESO.0048/CC RESO SHORT TERM RENTALS <br />REV: 05-13-19 PR <br />Page 1 of 3 <br />RESO.
