6.F. - Page 2 of 4 <br />in meeting its green infrastructure requirements set by the State. <br />San Mateo County agreed to contribute $20,000 toward the cost of regrading the crosswalk across Bay Road at <br />10th Avenue to comply with Americans with Disbilities Act (ADA) requirements. <br />In addition, the property owner/management group of 3700 Florence Avenue ("Marsh Manor") agreed to <br />contribute $14,415 to cover the construction cost for curb ramp relocation and narrowing a driveway approach <br />to allow for enhancements to the pedestrian crosswalk at Florence and 17th Avenue. <br />City staff worked with the design consultant firm, CSG Consultants, Inc., to determine which of the projects <br />realistically could be designed and built with current funding based on priority and cost of the improvements. <br />Attachment A includes the scope and summary of the improvements for this project. While there was an <br />extensive community process to develop the list of priority projects, staff also met with residents on site during <br />the design phase to discuss the green infrastructure and intersection reconfiguration at Page Street and 5tn <br />Avenue. <br />These improvements will increase the safety of people walking and biking on the street and improve livability. <br />The traffic calming measures will address safety and livability concerns such as excessive speeding and failure of <br />drivers to yield to pedestrians. The project also includes green infrastructure improvements to treat the <br />stormwater runoff. <br />ANALYSIS <br />The project generally consists of the following improvements: <br />• Curb, gutter, sidewalk, driveway, and curb ramps <br />• Concrete bulb -outs <br />• Storm drain manholes and reinforced concrete pipes <br />• Green infrastructure <br />• Signing, striping, pavement marking, and speed humps <br />• Rectangular rapid flash beacons (RRFB) <br />The two bids received at the bid opening on May 24th, 2019 are summarized in the table below: <br />Bidder <br />Bid Amount <br />1 Grade Tech, Inc. <br />$1,233,443.00 <br />2 Sposeto Engineering, Inc. <br />$1,647,188.00 <br />Engineer's Estimate <br />$1,100,000.00 to $1,200,000.00 <br />The low bid of $1,233,443.00 submitted by Grade Tech, Inc. is 2.8 percent higher than the Engineer's estimate of <br />$1,200,000. Staff recommends awarding the contract to Grade Tech, Inc. as they are the lowest responsive and <br />responsible bidder. The contract is based on the City's standard form construction agreement with limited <br />revisions. <br />Staff sent a notification letter to all residents who might be affected by the construction. Furthermore, staff met <br />with residents to demonstrate the green infrastructure and intersection reconfiguration on Page Street and 5th <br />Avenue. <br />Construction is expected to begin in July 2019 and conclude within 90 calendar days. The contractor will provide <br />additional construction notification to the affected residents.
