Lastly, a net decrease to expenditures of $6,000 results from a transfer -out to the Parking Fund to cover costs associated with the OpenGov software contract. Enterprise Funds Increases to revenues total $101,000 and includes $98,000 for updated parking facility revenue estimates based on actual revenue recorded so far in FY 2018-2019, and a $3,000 transfer -in from the Capital Projects Fund for the OpenGov software contract. Expenditure increases of $970,000 are primarily attributed to a $770,000 appropriation to reflect actual Silicon Valley Clean Water operating expenditures and State Revolving Fund Loan debt service payments expected through the end of FY 2018-2019. Other expenses include an increase in operating expenses of $99,000 for the Public Works Services Department as a result of unanticipated work performed due to the inclement weather this past winter, and a $70,000 increase for parking related professional services that is offset by increased parking revenue. Lastly, included is a $28,000 appropriation for the parking share agreement for the development at 815 Hamilton, and $3,000 to cover costs associated with the OpenGov software contract. Internal Services Funds Increases to expenditures of $361,000 are attributed to additional appropriations of $275,000 for a new Aerial Fire Apparatus and $86,000 for Police Department software upgrades. FISCAL IMPACT The net change in fund balance for each fund is shown in the Analysis Section of this report. Sufficient resources are available within the unassigned fund balance in the respective funds, or will be made available through grants or increased revenues that will be received this fiscal year to support these recommended appropriations. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council could elect not to approve any or all of these recommended adjustments. The impacts would vary depending upon the circumstances of each adjustment.
