6.0. -Page 88 of 179 <br />Public Housing Condition <br />Public Housing Development Average Inspection Score <br />Table 38 - Public Housing Condition <br />Describe the restoration and revitalization needs of public housing units in the jurisdiction: <br />N/A <br />Describe the public housing agency's strategy for improving the living environment of low - <br />and moderate -income families residing in public housing: <br />HACSM has taken active steps to increase and preserve affordable housing options in San Mateo <br />County, some of which include the following: <br />• As a result of MTW single -fund flexibilities, HACSM worked with two local affordable housing <br />developers to build a new affordable senior housing complex, known as the Half Moon Village <br />Redevelopment project. This project replaced 60 units of obsolete senior housing units as part <br />of a major new "senior campus" that now includes 158 project -based units, other affordable <br />housing units owned and managed by Leslie Garden, a senior center and an adult day health <br />center. <br />• HACSM and the San Mateo County Board of Supervisors leveraged Housing Assistance Payment <br />(HAP) funds, along with unrestricted General Funds for affordable housing purposes, to create <br />the "Affordable Housing Fund." This collaboration was made possible from MTW authority and <br />has resulted in the development of multifamily affordable rental housing, a homeownership <br />project, and potential agricultural workforce housing and funding for loans to secure, develop, <br />or re -develop affordable housing units. In its' first year, HACSM invested $4 million through <br />long-term loans, which enabled the leveraging of an additional $61 million in funding for <br />affordable housing projects. <br />HACSM has re -designed the processes for both initial and on-going eligibility determinations, easing the <br />burden on both participants and Housing Authority staff and increasing the timeliness of the <br />process. For example, HACSM implemented a biennial HQS inspection schedule for all subsidized units, <br />with the provision that all units, at all times, must continue to meet HUD Housing Quality Standards. <br />In 2014, based on the success of the alternate recertification schedule for households that are elderly or <br />disabled, HACSM was able to establish a triennial schedule, creating additional efficiencies with no loss <br />of program integrity. <br />Discussion: <br />Consolidated Plan REDWOOD CITY 82 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />444 <br />
