6.0. - Page 177 of 179 <br />WHEREAS, the 2018-2022 Consolidated Plan and 2018-2019 Annual Action <br />Plan was adopted by the City Council on April 23, 2018, by Resolution No. 15656; and <br />WHEREAS, the Amended 2018-2019 Annual Action Plan was adopted by the <br />City Council on June 25, 2018, by Resolution No. 15685; and <br />WHEREAS, the City wishes to adopt a substantial amendment to update the <br />2018-2022 Consolidated Plan and 2018-2019 Annual Action Plan to include the addition <br />of homebuyer assistance under the HOME Investment Partnerships Program ("HOME") <br />and to allow the City to invest HOME funding in first-time homebuyer activities; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Community Participation Plan as part of the process for amending the <br />2018-2022 Consolidated Plan and 2018-2019 Annual Action Plan; and <br />WHEREAS, a 30 -day request for public comments on the draft amendments to <br />2018-2022 Consolidated Plan and 2018-2019 Annual Action Plan has been published <br />for public comment prior to the Housing and Human Concerns Committee ("HHCC") <br />approving the amendments and recommending they be forwarded to the City Council <br />for approval; and <br />Page 2 of 4 <br />ATTY/RESO.0060/CC RESO ANNUAL ACTION PLAN BUDGET AMENDMENT FY 18-19 <br />REV: 05-28-19 DZ <br />533 <br />
