7.A. - Page 2 of 18 <br />ANALYSIS <br />The Library Board developed its draft work plan (Attachment A) using Redwood City Code (RCC) Section <br />16.7 as a framework. RCC Section 16.7 enumerates twelve powers and duties of the Library Board. For <br />some of the listed powers and duties, the Library Board identified specific activities to accomplish those <br />duties. For others, the Library Board determined that the duties were described in enough detail that no <br />additional explanation was necessary. <br />The powers and duties defined by ordinance are: <br />A. Ensure that literacy remains a core value and a long-term guiding principle <br />B. Help create, approve and review the strategic plan <br />C. Act as a community liaison and Library advocate by actively soliciting community input and <br />providing feedback to the public concerning Library policies and services, as well as issues <br />being considered by the City <br />D. Seek collaborative opportunities to cultivate partnerships, raise funds and recruit volunteers <br />E. Be well informed about public policy and other issues affecting the Library <br />F. Act as an advocate for legislation and funding that will help meet identified needs of the <br />community and Library <br />G. Enthusiastically represent the Library at the community and regional level <br />H. Review and comment on the Library Director's proposed budget prior to submission to the <br />City Manager and City Council <br />I. Appoint, chair and disband committees as needed, to study issues to the extent and purpose <br />defined by the Library Board <br />J. Provide advice on matters assigned by the City Council <br />K. Make recommendations to the Library Director and/or City Manager pertaining to the <br />disposition of major gifts of money, personal property and real property to the City to be used <br />for Library purposes <br />L. Provide input regarding the construction and renovation of capital facilities <br />The Library Board has summarized these duties into three main categories: Literacy Initiatives, Community <br />Voice and Input, and Supporting Volunteerism and Fundraising efforts by other Library support groups. <br />All of these activities support the City Council's strategic priorities. Some are focused on Community <br />Building and Communication, while others support Community for All Ages, as well as the current City <br />Council priority of Children and Youth. <br />FISCAL IMPACT <br />Staff time is required to administer the work plans and to assist the Library Board in achieving its goals.
