The City Council's top three priority areas for FY 2019-20 are housing, transportation, <br />and children and youth; these priorities represent a significant component of the City's discretionary <br />budgetary and policy focus in FY 2019-20. <br />ANALYSIS <br />Council Budget Priorities <br />To address the most pressing community and regional challenges, in February 2019 the City Council <br />selected three priority focus areas for the coming fiscal year: housing, transportation, and children and <br />youth (in priority order). The City Council also decided to update the City's Strategic Plan, and an Ad Hoc <br />Committee has begun work. As that work is still in process, the Recommended Budget reflects the current <br />seven strategic initiatives: community building and communication, community for all ages, economic <br />development, government operations, housing, public safety, and transportation. <br />Detailed information on all the projects and initiatives related to the City Council's top three priorities is <br />included in the Recommended Budget Document in the Budget Message. An overview of work in each <br />area is provided below. <br />Housing <br />The City Council's top priority is housing. In addressing housing stability for all in the community, the City <br />is pursuing short-term, mid-term, and long-term approaches to housing. New initiatives are arising based <br />on City Council input and community feedback shared during last year's Home For All community <br />conversations. <br />Over the course of FY 2019-20, staff will continue to implement and evaluate the effectiveness of the <br />recently approved new protections for community members who rent, including minimum rental lease <br />terms and requiring relocation assistance under certain situations. Building on prior housing policy <br />initiatives and ongoing programs, staff recommends a comprehensive approach to increasing housing <br />stability for Redwood City residents. <br />The following activities are a subset of housing -related activities included as part of the FY 2019-20 <br />Recommended Budget. A comprehensive list of activities is included in the Recommended Budget <br />Document in the Budget Message. <br />• Apply for the County's Home for All grant by July 2019 to help streamline the City's process for <br />installing Accessory Dwelling Units (ADU) and make it easier for residents to build ADUs <br />• Amend the City's Mixed Use Live/Work Zoning Code to allow more flexibility for residential <br />housing developments by July 2019 <br />• Consider zoning code amendments by summer 2019 that would make it easier to build ADUs that <br />fit well into neighborhoods <br />• Host a joint study session meeting in summer 2019 between the Planning Commission and the <br />Housing and Human Concerns Committee to discuss missing middle housing (duplexes, triplexes, <br />and fourplexes) <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />635 <br />
