6.E. - Page 2 of 74 <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />In August 2017, the City issued a request for proposals (RFP) for as -needed building inspection and plan <br />review services and also contacted firms known to provide municipal building inspection, plan review, and <br />code enforcement services throughout California. The City received nine proposals from firms and <br />awarded contracts to six firms in February 2018. The firms chosen by the City include CSG Consultants, <br />Inc. (CSG), Interwest Consulting Group (Interwest), SAFEbuilt, LLC (SAFEbuilt), Shums Coda, TRB + <br />Associates, Inc. (TRB), and West Coast Code Consultants, Inc. (WC3). <br />ANALYSIS <br />The Community Development Department's Building Inspection and Code Enforcement Division and the <br />Fire Department are responsible for ensuring orderly development and quality construction that meet <br />rigorous health and safety standards by processing building permit applications, reviewing development <br />plans, enforcing zoning ordinances, enforcing the municipal building and fire codes, and conducting <br />building and fire inspections. Many of the services rendered by the Building Inspection & Code <br />Enforcement Division and Fire Department are provided on a cost recovery or user fee basis. The revenues <br />generated for these fees are used to offset the City's labor, materials, and professional service costs. While <br />much of the work is performed by staff, the City utilizes consultants during high volume periods, to backfill <br />staff vacancies, and for specialized expertise on mid- and large-scale development projects to provide plan <br />review and building inspection services. Utilizing consultant contracts enables the City to continue <br />providing high quality and timely plan check review and inspection services. <br />Contract Term Extension <br />Since 2018 staff has utilized the services of CSG, Shums Coda, TRB, and WC3 due to their ability to provide <br />on-site building inspectors, permit technicians, and off-site plan review services. Staff desires to extend <br />the agreements with all six firms in order to continue providing these services. CSG, Shums Coda, TRB, <br />and WC3 have performed to the City's expectations. Though Interwest and SAFEbuilt have yet to provide <br />services to the City, staff recommend extending the terms of these contracts in order to increase the pool <br />of qualified firms available to the City for needed services. All the contracts are based on paying for actual <br />hours or services rendered, therefore, there is no additional cost to the City for extending Interwest and <br />SAFEbuilt's contracts. <br />Additional Changes <br />In addition to the contract term extensions, staff also recommend the following changes: <br />• Updating insurance requirements, <br />• Revising the offsite plan review task order process, <br />• Requiring firms to conduct background checks consistent with City practices for employees, and <br />• Clarifying language regarding compensation for services related to overtime work. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />87 <br />
