K. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Authorize Letters to Assemblymember Mullin and Senator Hill in opposition to Assembly Bill 516, <br />Authority to Remove Vehicles. <br />RECOMMENDATION <br />By motion, authorize the Mayor to send letters to Assemblymember Mullin and Senator Hill opposing AB <br />516, which would eliminate the ability of the City to effectively enforce state vehicle code sections and <br />local vehicle ordinances related to vehicles left on the roadway in violation of the 72 -hour parking limit, <br />vehicles with registration expired more than six months, and vehicles with excessive unpaid parking <br />citations. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />The California State Legislature is currently considering Assembly Bill 516 which, if passed and enacted <br />into law, would eliminate the ability of the City to adequately enforce state vehicle codes and City parking <br />ordinances. AB 516 has passed the State Assembly and is set to be heard by the Senate Transportation <br />Committee on June 25, 2019. AB 516 would eliminate the City's ability to do the following: <br />• Remove vehicles left in violation of the 72 -hour parking limit; <br />• Remove vehicles with six months or more expired registration that are operating illegally; and <br />• Remove or "immobilize," or place a boot on a vehicle, for motorists who have five or more <br />unpaid parking tickets (note: the City does not currently use "boot" devices to immobilize <br />vehicles for unpaid citations or any other violations). <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />106 <br />
