6.M. - Page 4 of 9 <br />BAY TO SEA TRAIL PLANNING COALITION <br />INTENT TO COLLABORATE <br />This Letter of Intent (LOI) declares the Bay to Sea Trail Planning Coalition member's intent to <br />collaborate on the planning necessary to complete the Bay to Sea Trail project (see attached Project <br />Charter and Conceptual Map). <br />The LOI recognizes that each member will also have independent roles and responsibilities on their <br />own lands and will coordinate their efforts with other agencies and entities (e.g. trail, acquisition, <br />design, construction, maintenance, and management) in the short and long term to support the <br />project vision. <br />Project Vision <br />The Bay to Sea Trail will be an approximately 40 -mile multiuse (hike, bike, equestrian) trail that <br />guides and connects people to open space in the Peninsula between the San Francisco Bay and the <br />Pacific Ocean. This east -west trail will also connect people to regional trails within San Mateo <br />County, Santa Clara County and other counties. <br />Intention of the Bay to Sea Trail Planning Coalition <br />This coalition recognizes the benefits and need of working in collaboration on this regional trail <br />project, because it will cross land managed by numerous agencies and will impact many communities <br />directly and indirectly. The Planning Coalition is comprised of representatives from public land <br />agencies (county, city, special district, etc.), non-profit organizations, state agencies, etc. who play a <br />critical role in planning, designing and managing this trail. The Planning Coalition will engage <br />externally with community members, agencies and organization advisors to seek input as -needed <br />throughout the project. <br />The purpose and intent of the Planning Coalition is to: <br />Work as a cohesive and coordinated group to complete the project vision efficiently and with <br />consistent outcomes across jurisdictional boundaries by 2037. <br />Ensure each member and the constituents they represent benefit from the project and the <br />collaborative planning process. <br />Leverage the coalition to expedite the project, maintain momentum, support each other's <br />capacity and regulatory needs, ensure high quality outcomes, and amplify potential <br />community benefits. <br />General Provisions of the Collaboration <br />This LOI shall be effective through the time that the entire trail is constructed and open to the public <br />per the project vision. Based on capacity, the participating member agencies ("members") will <br />continue to contribute staff time to attend periodic meetings of the Planning Coalition, to conduct <br />outreach to their respective governing board/council and communities, and to engage with other <br />organizations as needed throughout the project implementation. <br />If the evolution of this collaboration necessitates, a formal memorandum of understanding or <br />agreement may be developed in the future to provide the necessary legal mechanisms for <br />implementing and expanding any joint projects. The members have agreed that this collaboration is <br />not intended to be legally binding and this letter should not be construed as such. This LOI may be <br />amended at any time with the unanimous approval of the members. Additional members may be <br />added at any time with the unanimous approval of the members. Any member may withdraw from <br />this LOI at any time. Upon withdrawal, the member will endeavor to identify potential alternate <br />123 <br />
