6.P. - Page 2 of 30 <br />separate from one another, as well as the cab of the vehicle, proper containment of potentially hazardous <br />materials is achieved and mitigating any further potential for a hazardous work environment. <br />When conducting market research for the purchase of a new equipment, staff first seeks available options <br />for electric and alternative fuel vehicles within the selected vehicle class. For this purchase, the selected <br />vehicle meeting operational demands falls within the full-size pick-up truck vehicle class. Currently, Ford, <br />along with the other manufacturers for this class of vehicle, does not offer any electric, hybrid, or <br />alternative fuel options for purchase. The timeline is also unclear as to when these options will come <br />available for purchase, although manufacturers have acknowledged that research and development is <br />currently underway. <br />Staff has identified an after -market hybrid up -fitting option by XL Fleet that would modify the vehicle to <br />become a hybrid vehicle, enhancing miles per gallon (MPG) and reducing carbon emissions up to 33%. <br />The XL system provides an electric motor assist that mounts to the factory drive shaft reducing the draw <br />of power from the internal combustion engine ultimately increasing MPG and reducing greenhouse gas <br />emissions over the life of the vehicle. XL systems are minimally disruptive to the original design of the <br />vehicle and all factory warranties remain intact following the installation of the XL up -fit. Due to high <br />demand within the industry, new XL up -fit orders have been delayed until the spring of 2020. Staff intends <br />to purchase these up -fitting components as soon as they are available and have a local, authorized Ford <br />dealership perform the factory standard installations. The estimated cost to purchase and install the <br />hybrid and plug-in hybrid systems by XL Fleet is approximately $15k per vehicle. <br />The Equipment Services Division solicited bids for two new 2019 F150s. Furthermore, staff has previously <br />purchased vehicles from Towne Ford this year. This additional purchase from Towne Ford would exceed <br />the City Manager's purchasing authority of up to $60K cumulatively to any one vendor within the year for <br />the purchase of supplies and equipment, per the City's purchasing ordinance, thus the need for the City <br />Council to approve and authorize this purchase. <br />FISCAL IMPACT <br />The proposed total purchase amount from Towne Ford, the lowest bidder, is $50,350. Funds are available <br />and have been budgeted in the FY 2018-19 Equipment Replacement Fund Budget for the purchase of two <br />Ford F150s. This amount will be subsequently recovered via internal service charges through future <br />operating budgets of the Fire Department.
