6.S. - Page 20 of 61 <br />REDWOOD CITY GREEN INFRASTRUCTURE PLAN <br />and water quality model, and the determination of PCB and mercury <br />load reductions to be addressed through GI implementation <br />(SMCWPPP 2018). <br />• Phase II Green Infrastructure Modeling Report — Provides <br />documentation of the application of models to determine the most <br />cost-effective GI implementation for each municipality, setting <br />stormwater improvement goals for the GI Plan (SMCWPPP 2019). <br />The following sections provide an overview of the purpose of the RAA, and a <br />summary of RAA results for Redwood City to serve as stormwater <br />improvement goals that set the stage for an adaptive management approach. <br />2.2 Purpose of the Reasonable Assurance Analysis <br />In 2017, the EPA Region 9 released Developing Reasonable Assurance: A Guide <br />to Performing Model -Based Analysis to Support Municipal Stormwater <br />Program Planning (EPA RAA Guide) (USEPA 2017), which provides guidance on <br />the technical needs of the RAA and considerations for model selection. <br />Building upon the EPA RAA Guide, the BASMAA prepared the Bay Area <br />Reasonable Assurance Analysis Guidance Document (Bay Area RAA Guidance) <br />(BASMAA 2017), which provides specific guidance on modeling to support <br />RAAs performed in the Bay Area to meet MRP requirements, address TMDLs <br />for PCBs and mercury, and support GI planning.
