Modeling System Supporting the RAA. <br />For this analysis, model cost functions were developed from literature, <br />including an inventory of projects in the Los Angeles region. Because of <br />uncertainty regarding the true costs to C/CAG member agencies, results were <br />normalized for relative comparison—the relative costs between project types <br />is well represented for the optimization of project types in the RAA. In other <br />words, although it is not recommended to use the RAA costs to project county- <br />wide or city-wide implementation costs, they are sufficiently resolved for <br />comparing alternative implementation scenarios and selecting the most cost- <br />effective strategies and combination of GI, LID, and regional stormwater <br />capture projects to meet pollutant reduction targets. <br />The LSPC model provides a characterization of existing conditions and <br />determination of necessary pollutant load reductions to meet requirements of <br />TMDLs and the MRP. SUSTAIN provides analysis of the amount of GI needed <br />to provide the portion of the load reduction assigned to GI by the MRP. <br />Appendices C and D provide more detailed discussion of the models and their <br />application to the San Mateo County watersheds. <br />2.5 Model Considerations to Inform GI Plans <br />An important consideration for the RAA was the ability to track costs and <br />benefits of different categories of GI projects within the model.
