6.T. - Page 1 of 406 /<�ik Redwood CitylCallifornia Faunded 1867 Ago/ DATE: June 24, 2019 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Adoption of the updated Redwood City Emergency Operations Plan (EOP) RECOMMENDATION Adopt a Resolution adopting the City of Redwood City Emergency Operations Plan (EOP), authorizing the Mayor to sign the EOP Forward, authorizing the City Manager to sign the EOP Letter of Promulgation, and directing the City Clerk to send a certified copy of the Resolution to the California Office of Emergency Services. STRATEGIC INITIATIVE Public Safety BACKGROUND The existing City of Redwood City Emergency Operations Plan (EOP) was approved by the City Council in 2006. The City engaged a consultant, Navigating Preparedness LLC, to help prepare an updated EOP in consultation with City staff. Staff recommends the City Council adopt the updated EOP to ensure the City is prepared to respond effectively in the event of an event or emergency. ANALYSIS The EOP is a guidance document to help the City plan, prepare and operate during an event or emergency. It provides continuity so members of the emergency response team know how to operate and function within local, regional and state levels on an incident. Establishment, implementation and training on the EOP is also critical within the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS) in order to apply for and receive funding to assist with and offset costs of emergency events.
