6.T. - Page 46 of 406 <br />Figure 3.1 Emergency Management Phases <br />3.1.1 PREVENTION <br />Prevention focuses on averting human hazards, primarily from potential natural disasters or terrorist (both <br />physical and biological) attacks. Preventive measures are designed to provide more permanent protection <br />from disasters; however, not all disasters can be prevented. The risk of loss of life and injury can be limited <br />with good evacuation plans, environmental planning and design standards. <br />3.1.2 MITIGATION <br />Mitigation is aimed preventing disasters or taking steps to reduce the impact of unavoidable disasters. <br />Ideally, mitigation should occur before an emergency happens. The Disaster Mitigation Act of 2000 (DMA <br />2000) provided guidance for implementing mitigation activities including development of local hazard <br />mitigation plans (LHMP). The City has an approved DMA 2000 LHMP that was adopted in 2017. This plan <br />is a multi -jurisdictional plan in which the City provided an annex to the County wide plan.
