If only one member of <br />the governing body or only one standby officer is available, that one shall have power to <br />reconstitute the governing body <br />• Proceed to reconstitute the political subdivision by appointment of qualified persons to fill <br />vacancies <br />• Proceed to perform its functions in the preservation of law and order and in the furnishing of local <br />services <br />1.4 Vital Records Retention <br />The preservation of vital records is critical to the City's recovery from a catastrophic event. In addition to <br />the information retrieval requirements of response, each response function has a record-keeping <br />component. Although the principal focus of vital records preservation is to support recovery through <br />reimbursement of disaster -related costs, vital records also have a broader and arguably more important <br />function. Vital records become vital because they help to describe a reasonably complete compilation of <br />damage, death, physical or mental trauma, and allocation of public and private resources, making it <br />possible to learn from the disaster experience. In the City, the City Clerk is responsible for the preservation <br />of vital records. The City Clerk's Office stores hardcopy minutes, resolutions, deeds, and contracts in the <br />vault located in the City Clerk's Office at City Hall. <br />1-3 <br />677 <br />
