The <br />study develops updated financial projections for the City's sewer utility and recommends adoption <br />of 4.5% annual sewer rate increases for each of next three fiscal years. <br />The proposed rates are designed to fund the costs of providing wastewater service, adequately fund <br />rehabilitation and replacement of aging wastewater facilities, and equitably recover costs from all <br />customers.
