6.U. - Page 32 of 47 1.8 Sewer Rate Structure Review BWA reviewed the City's existing sewer rate structure, which became effective starting August 1, 2016 based on the 2016 rate study and incorporated some relatively minor modifications to the City's prior sewer rate structure and realigned sewer rates with the cost of providing service to each customer class. Based on evaluation of the updated sewer enterprise financial projections and analysis of estimated wastewater flows and loadings from recent years, which have remained in line with prior measurements and projections, BWA does not recommend any changes to the City's sewer rate structure as rates continue to reasonably reflect the cost of providing service to each customer class. 1.9 Proposed Sewer Rates The following table shows a 3 -year schedule of proposed sewer rates for the next 3 fiscal years. The rates are designed to recover the City's costs of providing sewer service while achieving roughly balanced budgets in upcoming years. Class C includes retail and other standard strength commercial accounts and hospitals. Class D includes sewer customers with moderate -high wastewater strength. Class E includes restaurants and supermarkets. The City reserves the authority to assign customers to the most appropriate customer class based on the wastewater characteristics of each customer.
