In addition, none of the exceptions under CEQA Guidelines section 15300.2 <br />apply. Specifically, <br />1) As a stand-alone project, there is no cumulative impact of successive projects <br />of the same type in the same place, over time; <br />2) There is no reasonable possibility that the activity will have a significant effect <br />on the environment due to unusual circumstances because no unusual circumstances <br />exist on the project site or surrounding area; <br />3) There is no potential for an impact to scenic resources within a highway <br />officially designated state scenic highway because there is not designated highway in <br />the vicinity of the project; <br />4) The project is not included on any list compiled pursuant to Section 65962.5 of <br />the Government Code because and <br />5) There will be no substantial adverse change in the significance of a historical <br />resource because the site does not contain any historic resources. <br />Pursuant to CEQA Guidelines Section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the City Council has <br />based its decision are located in and may be obtained from, the Office of the City Clerk <br />at 1017 Middlefield Road, Redwood City California. The City Clerk is the custodian of <br />records for all matters before the City. <br />Section 3. Architectural Permit AP2018-018 (Section 45.4): The Planning <br />Commission finds: <br />A. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance. <br />The contemporary architectural design would include large glazing, changes in <br />colors and siding materials, shifting bays, mid-level balconies, and alternating <br />roof forms. The variation in colors and exterior materials would avoid <br />monotony in the external appearance. The changes to the wall plane, <br />architectural projections, and roof form variations provide sufficient variety in <br />design of the structures and avoid a continuous mass. <br />B. The size and design of the structure shall be considered for the purpose <br />of determining that the structure is in proportion to its building site and <br />that it has a balance and unity among its external features so as to <br />present a harmonious appearance; <br />The Project is comprised of two six -unit townhome buildings separated by a <br />shared driveway.
