APPENDIX F: ACTION PLANNING AND SITUATION REPORTING <br />This section provides a description of the action planning process used by the City ECIC operations. <br />F.1 Development of the Action Plan <br />The ICS emphasizes orderly and systematic planning. The Action Plan is the central tool for planning during <br />a response to an emergency. The Action Plan is prepared by the Planning Section Chief with input from <br />the appropriate sections and units of the EOC. It should be written at the outset and revised continually <br />throughout the response. <br />Incidents vary in their type, complexity, size and requirements for detailed and written plans. An initial <br />response for an incident that is readily controlled may not require a written Action Plan. However, larger, <br />more complex incidents will require an Action Plan to coordinate activities. The level of detail required in <br />an Action Plan will vary according to the complexity of the response. The Action Plan process ensures <br />timely and coordinated development of situational awareness, objectives, tactics, planning, execution and <br />assessment of and for emergency response. <br />The following outlines the process required to develop an Action Plan. Following the steps below will allow <br />effective development of an Action Plan, while minimizing the time required to do so. <br />F.2 General Responsibilities of the Planning Section <br />The Planning Section Chief should review with the EOC Director and General Staff the following <br />responsibilities associated with the development of the Action Plan prior to the planning meeting. <br />Fn(' NrArtnr <br />• Provide general incident objectives and strategy <br />• Provide direction or overall management and strategy <br />• Approve the completed Action Plan by signature <br />Planning Section Chief <br />• Conduct the planning meeting and operation shift briefing <br />• Coordinate preparation of the Action Plan <br />Operations Section Chief <br />• Determine resource requirements <br />• Determine tactics <br />• Determine work assignments for operations personnel <br />Logistics Section Chief <br />• Establish the procedure for resource ordering <br />• Ensure that the Logistics Section can support the Action Plan <br />F-1 <br />
